1. Classification: Cultures are categorized to distinguish people into them and us by ethnic race, religion or nationality. An example would be Jews and Germans, Hutu and Tutsi
Prevention: search for common ground with the different categorizes emerging
2. Symbolization: a name or other symbol is used to classify groups, or they are distinguishing by color or dress. An example would be the Jewish yellow star (Note that symbolization are universally human and no not necessarily result in genocide, unless they lead to the next stage dehumanization and are combined with hatred
Prevention: Legally outlaws hate symbols like the swastikas
3. Dehumanization: One group denies the humanity of the other group. Member of it are equated with animals, vermin, insects or diseases. At this stage hate propaganda is aired through the media
Prevention: Outlaw any type of hate media; if the public cannot see it, it is hard for them to follow
4. Organization: Genocide is usually organized through the state and militias are trained to carry out genocidal killing
Prevention: militias outlawed or combated with war, genocide leaders are denied visas for foreign travel, UN create investigation commissions
5. Polarization: extremist drive groups apart, laws are created to social interaction
6. Preparation: Victims are identified and separated out because of their ethnic or religious identity, death list are draw up. Victims offend segregated into ghettoes, forced into concentrations camps or confined to a region and starve.
Prevention: UN Security Council can mobilize, armed intervention should be prepared or heavily assist victim group in preparing for its self-defense.
7. Extermination: Quickly victim group begins to be killed
Prevention: rapid military needed to stop killing before extermination complete
8. Denial: perpetrators of genocide dig up the mass graves, burn the bodies and cover up evidence; they deny what they did or victim for it.
Prosecution of perpetrators MUST be fulfilled, justice must be served!
